Allow 3 decimal places in customer pricing labor rates

Currently, labor rates are rounding to the nearest cent, which prevents accurate entry of values like $0.045. We’d like to request support for additional decimal precision—specifically, up to three decimal places—to ensure customers can input exact labor rates as needed.
