Assign cities and/or DR Horton divisions to Offices

If a user is restricted to an office they cannot see new builder orders. This is a problem because if Bolt does not recognize the community on a builder order, it cannot categorize it to the office and therefore the office users cannot see or accept the PO. If offices can be assigned to Bolt cities or DR Horton divisions, Bolt can categorize the builder order by office and therefore the office users can see and accept the new POs.
